Indian Soldiers Committing war Crimes In Kashmir: Dr Nazir Gilani

Rawalpindi Feb 20, 2016:  Dr Syed Nazir Gilani, Secretary General of London-based NGO, Jammu and Kashmir Council for Human Rights (JKCHR), which is in special consultative status with the United Nations, has said that any death in Indian held Kashmir by an Indian soldier, agencies and the police, attracts international attention as a ‘war crime’, says a press release.

JKCHR Secretary General, who is currently visiting Pakistan, in a statement on Friday said that Indian soldiers and her agencies in occupied Kashmir are under restraints stipulated at the time of admission in October 1947 and there are other international restraints on their number, behaviour and location under UN Resolution of April 21, 1948.

JKCHR secretary general has cautioned Peoples Democratic Party (PDP) and other political parties elected in the assembly representing a small segment of the society to take urgent notice of the Jammu and Kashmir police’s decision to enhance the reward money for killing Kashmiri youth for picking up gun for their rights. IOK Home Minister, he said has no clue of this decision. The reward money, Dr Gilani said is paid by the police for killing Kashmiri youth fighting Indian rule in the occupied territory.

He has said that categorising Kashmiri Muslim youth as A++, A+, A, B and C categories is alarming. Dr. Nazir Gilani has warned the PDP-BJP Government that the decision to raise the reward money for killing A++ category militant from Rs 1million to Rs 1.25 million; for A+ category from Rs500,000 to Rs750,000, for category A militants, from Rs300,000 to Rs 500,000, for category B militants from Rs200,000 to Rs300,000 and for the C-category, the increase of reward money from Rs100,000 to Rs200,000 is a licence to kill and it encourages to kill innocent citizens.

Cautioning PDP leadership in Kashmir to respect the trust of the People of Kashmir and remain transparent in their dealings with BJP on the formation of the Government, JKCHR Secretary General said that the secret meeting of BJP General Secretary Ram Madhav with PDP President Mehbooba Mufti in Srinagar is unacceptable to people of Jammu and Kashmir.

“It would be a crime against the people, if PDP fails to extract concessions from BJP and fails to explain the delay in the formation of a government so far. In fact PDP is responsible for allowing New Delhi to rule the occupied territory directly through its representative, the governor. PDP would also go down in history for acting as a conduit and for helping the BJP to find a foothold in the Government of Indian occupied Kashmir for the first time in the history of Kashmir,” said Dr Syed Nazir Gilani.

Dr. Syed Nazir Gilani said that PDP helped New Delhi to engineer a polarisation between Srinagar and Jammu during recently held elections. It would attract intervention and ridicule from international forums, Kashmiris living on both sides of Line of Control and the Kashmiri Diaspora, if PDP betrays its people and continues to flag the interests of BJP in the occupied territory.
